With the experience in C651, I wonder if C751B will be same as
C651, such that ATC is implemented and doors are open manually?
Yes and yes. Though this train isn't stable for any
release at the moment. This developer (SBS7322B) is having his
Ohhs this year, so most likely the updates would slow
down.
