bismarck SG i got blackouts ard my area before. somemore it's a few times in a few days. cant remember when and waht time. only remember it's at night. then really unbearable. once it's because the substation got wiring fault.... open the door. sat on the steps and saw the stupid SP truck driving across...dunno whether those guys doing work or what...take so long to repair....knn
