Before a person is elected, he has no business in a constituent meeting the resident or overseeing municipal matter. Else, anyone can go to any contituent and claim it for himself. This democracy.

What was Sitoh Yi Pin doing previously in Potong Pasir when he WAS not elected?

If it was Sitoh Yi Pin who was elected in the previous elections instead of Chaim and if Chiam had carried out all those activities that Sitoh had carried, I'm very sure the heavy hand of the law would have been bore on Chiam long ago.
