poor.
The objective of the scheme was not to use a single cent from
their fund.
So, they cooked up with a scheme to let the poor borrow money
from their own money when they are unemployed and pay back with
interest when they are employed.
They will be rewarded for generating a scheme without spending a
single cent of their pig funds.
They were oinking their proposal to the media and patting each
other on the back for coming up with such a great idea.
