I once asked.....Vivan when he was hosting
Singaporean in L.A. I asked him how does the ministry
planned to penetrate into the social fabrics of Singaporean to
cultivate R & D interest and not for the sake of
profit motivation.......his answer were more grant lor!!!
Singaporean students question him why SG govt does not offered
more scholarship to SGrean particularly for overseas education. He
said want to save money at home, but the govt gave out
scholarship to foreigners....?
So other than selective policies that benefit the state
own enterprises, Singaporean really have to do our
own cultivating.
Few weeks ago there was an article wrote about NUS
professor came up with GM Salmon, but the professor was
ignorant about approving process thru various food
and drug regulatory of testing and evaluation that
takes up to 10 yrs as he thought he could be millionaire early
and was disappointed. The point is it is not because
we do not know how.......but most Singaporean have a
navie view of how the World Works.
