I would say depend on the definition of 'facilitator' and 'active participants'.

Without going into the blah blah of what constitute 'facilitator' and 'active participants'. Anyone can gives a system any name.

But in a democratic system, freedom of political expression, freedom of speech and freedom of the press are essential so that citizens are informed and able to vote in their best personal interests.

Output to the nation is very much depends on the leadership of the incumbent. May tomorrow be better for the nation.
