$100 is what is stated by govt for admission to the casino , it has nothing to do whether people can afford it or not.

only just nice to pay for the ferry tix

or on board star cruise already 4xx plus

so 100 bucks ,u stay inside for whole day

or even till next day , also can

A Casino is not a Zoo but a place for people to gamble thousands of $$$$ away so they are not interested in lowering the admission fee...but increase maybe.Anyways they want spenders in there and not sightseeing onlookers to crowd the place.
