What is "Upgrading Skills" all about ?
Is it about improving one's level of competency - as in helping
a Cashier to do a better job that enlarge its position with more
responsibilities, or helping a welder to learn new skills that
allow it to weld by managing a robotic welding machine instead of
manual welding, or is it to help an ITE qualified machine tool
operator to work towards an engineering degree - all resulting in
higher pay, if not better job satisfaction ?
With all the big propaganda publicity that overwhelm us with
Billion Dollar Budgetary Provisions - where has all the money gone,
and how many Singaporean workers have actually benefitted from such
a program ?
What are the net achievements from this program - to
the individual, the business, the industry, and the national
productivity levels ?
The view from the other thread - ‘Reform Party Responds to
the Economic Strategies Committee’ - is that this
program has been flaunted since the 1990s, and for over the last
ten years and more, Singapore's productivity level continue to be
lamentable.

If Singaporeans can learn to distinguish the trees from the
forest, and plough through the thick PAP propaganda - one can see
the propaganda that have been released to sooth sore nerves in the
face of the constant barrage of economic challenges.
