Well the ISP determines your IP ultimately, so whatever you set your own local IP to, will still be different from your IP address seen by others.

Jason could always reprogram sgforums to block proxies from accessing the forum. It's over the net on how he could do it.

Then the spammer would have no choice but to use his own IP if he wants to continue. If he's outside of Singapore, Jason could easily just block all IPs from that country. The spammer would have to migrate to another country to access here. If in Singapore, he can easily request our local ISP for the ownership.
