NZ police call in army/APC to deal with a possible heavy armed former soldier.

1.Why the former soldier can be heavily armed?

''Heavily armed

Friends of the gunman say he is a former territorial soldier and likely to be heavily armed.

One person described him as a "one-man army", and a friend told how he bade farewell to his partner as if he "had already accepted his fate".''

'Armed police outside the Napier house where Senior Constable Len Snee (inset) was shot dead.''

''4b) Firearms licences and endorsements
Everyone who possesses or uses a firearm (except
under immediate supervision of a licence holder) needs
to have a firearms licence.
The minimum age for a licence holder is 16. To own and
use some firearms you may need a special endorsement on
your licence.''
