man anything can be defined as art
i can paint white on a white canvas and call it art and people
still buy it for 1mil bucks.
but the thing with digital art is that any tom **** and harry can
take a picture, run it through 10001 filters to achieve some
randomness and call it art.
ART doesnt equal Design.
If that's art to you.. then it's fine with me. Cos art doesnt need
to be interprated by the viewer. It's just a form of expression on
a medium, may it be paper,clay whatever. That's art. ART isnt
targetted at an audience.
As a designer your main objectives are communication and solving
someone else's problems. A "designer's" job is to create a direct
line of communication between their client and their targeted
audience. A "designer" is simply an orator. A medium. An "artist"
works from within their soul and expresses this via their skill. A
clear line of communication between the artist and the viewer is
not always necessary.
If that's a design. It doesn't really work, cos whats the
concept/idea behind that thing? It doesnt communicate an idea to
the specific viewer.

Design != Image + Text
Design == Image + text + Meaning (pov of designer to target
audience)+ concept (purpose of the particular design)+ purpose
(ultimate goal, e.g. making ads for selling ciggarettes compared to
making ads for NKF)
Art = subjective and personal
There's this particular line in the creative process room.
"Design is about making the surroundings better to live in."
