To me it seems that your argument proposes the importance of
people buying sufficient healthcare insurance coverage with a
reputable insurance company.
I think the responsibility of the Government can be expected to
extend only to policing these insurance companies and hospitals to
ensure that we, the citizens, don't get cheated by either of them.
And where to report these when it happens.
And perhaps assisting to educate the public on how these work so we
know our rights.
