When you're trained to look at things in a non-traditional fashion, many ideas and options are always open.

It's the SDP you're talking about, I wouldn't rule out the possibility of a false-flag operation to simply "ensnare" them, by overzealous middle management types. Wink

The fundamental issue here isn't about Chee. It is about selective enforcement, and how convenient that a passerby should actually complain about people selling political newsletters when those pesky hawkers and their in-your-face touting is comparatively more irritating and likely to get complaints from the public.

We can walk past irritating people handing out flyers and not notice them. But we'll always notice the man far away wearing a dress because it stands out.

Same thing here. Add to the fact the passerby was no random person, but one with training in law enforcement. One would expect him to do his duty if he suspects something is against the law.
