Why was it brought up during the most contentious period of the
relationship between the Mahathir Government and Singapore ?
Most likely as a move to warn Singapore to cooperate with
Malaysia or else they will increase their pressure to take over the
white rock.
The claim over the white rock also can be used as a bargaining chip
in negotiations over other issues--water agreements, etc.
