What a silly question!
It is not the country or system, it is the people. People are the
same everywhere. Human nature is about SELF.
Therefore, enriching oneself by illegal, dishonest ways including
favoritism, nepotism, abuse of authority happened all over the
world. The only difference is the degree, extent and
prevalence.
Even so-called 'religious' nations are not spared. In fact, the
most corrupted countries are the 'religious' one - Indonesia,
Thailand, Philippines, Malaysia. As for China, it has a long
history of corruption by high officials since the time of the First
Emperor.
Singapore is also not without corruption. It is the 'least'
corrupted - not uncorrupted!
