this time the govt is too much
50% of the salary of these high pay ministers and civil servants
should be flexi
i.e. only if there is no retrench, all citizen have a decent job,
zero or super low crime rate, all old weak and poor are WELL taken
care of, no threat from neighbours and etc then they can receive
the other half of their pay. Else channel to ERS or NSS
