Environmental issues should make way for modernisation?

Seems that this issue is heating up in the mass media as Elnino is expected to hit this year. What are your views on it? Should modernisation come first or environmental? I'd like to hear from both sides, one agreeing and one disagreeing...

It is fundamentally good and wise to protect the enviroment, but unfortunately and visibly apparent, human PROGRESS has no room for the environment.

well if modernisation and growth is sustainable despite the damages to the environment then its fiine. otherwise it would have to be taken into account
