AFAIK, if person A attack person B without use of weapon. Police
cannot do anything.
However, if person A attack Person B, without weapon, but severely
injure him. Police will step in and take action.
However, in this case, there are 6 - 8 person who attacked him.
Even if the injuries are not severe enough to be considered a
criminal act, the 6 - 8 people should also be considered to be
holding an illegal gathering.
Therefore, there is no reason why the police shouldn't have acted
immediately and apprehended them.
