Reactionary plans are by nature a step behind. It possesses
different qualities from a pre-emptive plan and vice versa. The
former contains a gamble in terms of sustainability in the age of
fast food paced corporate strategies, and the latter has elements
of uncertainty.
Not that same I'm afraid. 
And we as a
small nation, should not have to rely on reactionary plans because
we depend on fresh ideas and innovation to move us.
