i think herein, lies one of the big problems...
people equate the civil serpent with the gabrament.. and the
gabrament is equated with the country..
WRONG!
in every other country, governments come and go, the civil service
is always there, serving the people...
governments, are transient... and must never ever be put above the
country...
the country is made up of its citizens, which the government is
duty-bound to serve.. the civil service is there as one of the ways
to carry out their policies... and the civil service is duty-bound
to tell the government if their policies contravene the
constitution or the laws of the country...
now, where are the divisions in Singapore?
they are treated as non-existent by the powers, and also by the
people...
and if the people treat it as non-existent, do you think the powers
will argue or dispute that??
