After all the talks about using foreign talents to create jobs, citizens will not stop Tony Blair or Clinton from being elected our President or PM any more, I think.

They will notice too that the citizens are gradually being replaced by foreign talents too so there is no more rationality in differentiating who is foreign or who is not as long as the white cat also catches a mouse.

Good government comes from good people. If people do not have any interest to set benchmarks or do not judge government performance, they are the ones going to suffer high costs, controls and discriminations of opportunities favoring only certain people with connections or the foreigners.
