Some of his colleages are also idling around doing fark-off most of
the time.

There are a lot of such people in the SAF. They suck the money
from public funds while letting NSFs do all the work. I know of one
2SG who has been on ATTC since the beginning of the year, just for
a dislocated shoulder!!!
