There are more secured and pro-people ways of investing the
reserves:
(1) Put the monies where the mouth is - invest in promising local
industries through established venture capital projects to create
jobs for citizens.
(2) Promote use of idling resources, empty lands and factories and
encourage retirees and unemployed to take up short leases at
minimal set-up costs to produce essential foods, consumption items
to gain foreign exhange and create jobs for the hundreds of
thousands of unemployed.
(3) Invest more safely rather than politically sensitive projects
overseas - secured blue chips, bonds and bank deposits.
(4) Place some monies in endowment funds and use the yields from a
basket of safer investments like trustee stocks etc to cover any
shortfall in some essential government services like education,
medicare, utility and transportation to lessen the rising costs of
living and doing business.
(5) Use the rest for long-term investments in education, research
and development, broad-based practical knowledge application
institutes to support new technology start-ups etc to catch up with
more advanced economies like Switzerland and Finland.
