It is even more crual and inhumane to disseminate drugs that
destroy individuals, families and entire nations (just remember
what happend to China when even the prince became addicted to
opium).
The death penalty is the greatest deterrent we have in our legal
system. Imprisonmemnt appears to have no effect in western
societies with more liberal attitudes.
