When a management audit is conducted of transactions in the
private-sector companies such a listed company or management
corporation, the normal practice is to examine accountable and
transparent work processes plus calling of quotations, calling of
tenders for projects, shortlisting procedures, jointly conducted
interviews and selection of staff and decisions and deliberations
by the board or committee appointed to carry out and oversee such
functions.
In the civil service, there is supposedly a Public Service
Commission to look after fair and independent of civil servants
following such procedure.
Very often we hear of remarks in public speeches that so and so
civil servants were selected by the MM Lee or the PM and
ministers.
I just wonder if the PM has followed such independent panel's
accountable and transparent financial and management audited
recommendations in selecting senior civil servants e.g. chief of
police, army, airforce, navy, chief justice, senior judges,
permanent secretaries etc to safeguard against likelihood of
nepotism.
Has citizens the right to ask for evidences to show proper
procedures are being followed eg. tenders/advertisements,
deliberations and reports of selection committee etc. Under what
circumstances will the government conduct a management audit to
verify such practices are being followed with report of Management
Audit printed for circulation.
The government should follow such procedures to prevent corruption,
nepotism through setting of personal example. It is not a matter of
whether MM, SM or PM has the power to appoint or recommend such
offices.
