I happen to have a friend who's father love to sleep in the open
like that even though he has a decent home to sleep .
No, they certainly do not look
like students.
Yes, did you ask if there were needy students or did you mention
that you do not think there are many POOR PEOPLE - in your previous

I don't think there are many poor people
in Singapore.
Perhaps, your friend's father
found his HDB home ( ? ) too crowdedly small and hot, and found it
cheaper to develop a " love to sleep in the open " ?
How many richer folks - with bigger condominium or bungalow -
living in air conditioned comfort will ever develop a " love to
sleep in the open " ?
Will it not surprise you that in the colder climates found in
northern cities - such as Seoul and London - it makes sense for the
homeless to huddle together and keep warm through body heat; while
in the hotter equatorial regions such as Singapore, it only make
sense that they sleep at a greater distance apart from each other
?
Have you not heard of our Police Force being a very efficient
multi-purpose force ?
Besides maintaining Law and Order, they also act as Government
Agents to ensure that there is no competition to the Government
runned Singapore Pools, they also provide armed protection services
and killed the service that was previously offered by private
enterprise.
Do you not realise that our Police Force is also actively ensuring
that there are no large gathering of people exceeding five persons
in any public places that will be a nuisance to others - whether
sleeping or awake ?
