for loud rowdy activities, loud gangs and loitering, shouting ,
loud talking, singing, skateboarding and guitar and football
playing, its not allowed as long as anyone nearest resident
complains regardless of time. Its called public nuisance. The
police will usually ask them to go away after taking down
particulars. This concerns crime prevention and nusiance.
For noise from neighbours, its neighbourly disputes, usually only
police advise to reduce noise and town councils and HDB give
warnings. But you need to have some evidence if you want TC and HDB
to help. its not easily solve if neighbours not cooperative.
As for police role, some officers will assume its the standard
before 11pm, unless the affected residents explain to them to help
appreciate situation why the noise makers needs to be warned and
ask to leave area.
