Its' 20% of income earners not the total population. there are
about 2m in the workforce. So, 20% is 400,000 people.
During the 60-70s, many do not have opportunities/motivations to
even complete Sec education. In the 80s, Govt insisted on closing
Nanyang Uni. Govt did not realise that these will create problems
for the not-well educated. So, you're right that the govt had
screwed up.
