What I suggest is a multi approach to this

1) Funds that robbert has mentioned over medical bills

2) Savings, I think that POSB campaign back in the 1970's have failed today

3) Getting them to step on their feet, upgrade them with skills and get them jobs... Upgrading of skills course fee should be paid by govt so to get them to be indep
