So that the simple minded folks will look at the sweet photo and
collective say 'Aaaaaaaaaawwwwwwwww!!!' Politicians holding babies
immediately increase their appeal and it's like figuratively saying
'Trust me, I can protect you and provide for you'.
Something like that.
