Dear Qitai,
It is possible, why not?
In Taiwan, the election system is divided into two; localized
representation and National representation.
This means that on the localized front, each party provide their
own list of candidates and fight for the restricted number of
representations allocated to each respective township/constituncy.
On the other hand, the individual party will also provide a
"National" list of candidates whom will be allocated on the
aggregate votes each party gets from the poll; there is a limit in
the number of seats allocated to this "National
representation".
This means that even if certain constituencies are not being
contested, the voters there still could vote, to choose the
National representatives.
It would mean that nobody would be left out in the electorate
process; this is the true spirit of citizens taking ownership of
the country, via voting.
