robertteh SG There are two ways to do it as I see it:- (1) Set simple objectives and attainable tasks. (2) Translate all objectives into doable work processes governed by simple quality-time-cost parameters or conditions. Civil servants should carry out their tasks in doable work processes as posted in this forum diligently and professionally to attain objectives and results. Anyone who does not perform to the objectives or results will be judged accordingly based on quarterly report cards based on measurable efficiency accountablity, transparency, results and variances as posted. Hands-on management needs no emphasis on leadership or talents or all kinds of policies as announced so often by ministers. Leave performance to be judged by the people in more objective and measurable manner. The above-stated two major changes will result in a more vibrant governance, openness and liberalization. These two major changes will help to relieve Singapore of slowness to react to fast-paced changes due to past control and conceptual policies which have delayed in solving high cost and numerous other problems.
paperchicken SG I think if they apply wat you suggest there will be a lot more red tape and paperwork.
robertteh SG To: Paperchicken, No red tapes at all if doable work processes are implemented as posted under Definition of True Democracy. All ministries will be able to know their duties and responsbilities which will be simply contained in 3-4 core activities which are defined in quality-time-cost parameters. Variances will be obtained by senior officers from source. Problems will be preempted because of proactive and hands-on monitoring by senior management. Why contend with all the concepts and policies or justifications which are not doable or result-oriented? Just set up and let doable work processes guide civil servants to follow through all policies and decisions without hassle or over-reactive justifications. Be competitive through management excellence and doing instead of numerous decisions and policies which may not be carried out well
The Barracuda SG I wonder who will set the objectives and doable work processes. Set up another ministry again ? What happens when a new problem appear and its not it the list of objectives ? Wait till the next quarter's meeting to bring it up ? The work processes seem to be very rigid and inflexible to me. I dont think they will work. They will slow down the work process instead.
robertteh SG Singapore has too many ministries and statutory boards and other government agencies. So it is important not to create more ministries as it will be too costly to upkeep the whole expanding governmental machinery. On the other hand, there may be overlapping duties among Minstries of Trade and Industry, Manpower and Finance relating to manpower, trade and investment policies and objectives. PMO has many ministers under it wing whose functions could be delegated to the primary ministries like Youth, Community Development etc. Why keep expanding town councils and majors when the whole Shanghai has only one. When bureaucracy becomes larger and larger, costs will go up further. There is little forms used in hands-on OSP as posted as compared with those under ad hoc or intuitive management as under such management everything depends on the bosses and many more forms and reports will be generated.
