If there r no perks, then few people will want to do tis job tat wastes time with people who just find the committee only when they have a problem or when there is free goodies. Even donating to NKF gives u some discounts and voucher. U want me to give the definition of donate ?

comon our mr. shorty for sure will give to the lowest tender as he say "in the past we had 28% of tender not given to the lowest." when ask is it true that all tender was given to the lowest with check? So in the past we had 78% of tender was given to the lowest rite?

I thought the whole idea of tender is to find out the contractors tat will give us the lowest price... Isn't it logical for people to want to buy the same thing at a cheaper price.... If in the end they choose a company tat provides a higher price, don't u think there must have strong reasons or grounds for justifying it... Otherwise I may suspect some amount of corruption may have taken place...

BTW... if local companies have to use a higher price to build the same thing compared with foreign companies, than even if Gov gives the job to them, how long can they still last ? I am pretty sure other private companies will choose the contractor tat is cheaper too...

Although in the end incidents like Nicole highway had occurred, they had at least practise normal business sense to accept the service of a cheaper contractor. BTW the company tat built Nicole highway is actually a reputable Japanese company before the incident...

Nicole was still awarded to the lowest by LTA. Way way way below? in parliment "they" mention it oso.

If you dun know what tender was all abt, let me tell you.
it need 2 parties ie the client/developer and the contractor/s. As a client or develper you have calculated how much it will cost you oredi. and how much you will make after the sale.

If you are the client, not only will you choose the cheapest, but you will consider the quality as well. As for construction, you will oso look at the safety performance. All this is in your calculations. This was usually off look or look last till today. HDB, LTA and blah blah blah from the garment, nothing change.

"Other" as not in Singapore or non local developer will look at safety track records before they go into details like quaility and cost. from here it does not really differ much from the calculation they made. Reason why cheapest get is that "they" oredi make up their mind on how much "they" going to make.

Why it was given to the lowest, reason can be 3.
1. To help the local from going bust in a faster way. (from the way it seem so.)
2. So they can make more out of it as contract was sign. (Delay of handing over can cost you everything.)
3. They simply dun know anything or they feel life is cheap, safety can be comprise. (Must be the main reason)

As for local coy Laughing safety is a cost to them which they dun count much in it. So when MOM so call do a rountine or spot check they will just carry out the so call said item during than and forget after that. Garment smart as to fine them for so call infringement and by doing this, from the tender which did not include the safety cost has cut into the so call 'profit'

More to write and say. but i think you know till now. there is no cheap and good around. Maybe NTUC have.

For your info, I know about how tender goes about. However u need to realise tat the cost price, or the money they estimated tat is needed to build out the station depends on the company itself. Some companies which r more slack or have poorer equipment can in the end need more money to build up the same station. As such it is natural tat some companies can afford to bid at a lesser price than others. Do u think they will build out something tat cannot earn money ?

As I said before, your only point is tat the company tat construct out the nicoll highway is not a quality or reputable company. In fact it is one of the biggest construction company in singapore, it has already built up several station in the past before, it has good fiancial background and it do have a good track record.

Why don't u just think tat cheaper for the same things u buy is better ? If the transport fees increase due to the increase in building fees for the station, do u like to pay this extra ?

Do u really think a japanese company will be more sub standard compared to a singaporean one ? Do u really think they fail to include safety cost ? For your info the design for everything is already fixed and the contractor just carry out the construction according to the design. There is also regular checks done on the construction site by gov organisation too.

BTW 78% should be comapred with the expected full 100%, not 50%, thus it reflects tat they do not choose a tender just because it is cheap only

The point about "Do u think they will build out something tat cannot earn money ? " is to mention tat the company tat had caused the collapse had taken into account all the cost yet manage to come up with a cost price tat is cheaper than the other companies, thus should be awarded the contract.

About NEL, r u sure they purposely go and find a contractor tat had request for a high price ? I thought the cost of NEL is due to the implementation of "high technology"...

Wat is your point ? The fees for NEL is still higher than the MRT line owned by SMRT isn't it ? They use their cost price to determien the fare for the public, thus is they spent more on building out the stations, tis costs inevitably will be passed down to us consumers. Therefore it make sense for LTA or watever to accept low bidders isn't it ?

So in the end there is checks conducted to make sure they do not use shortcut or inferior materials. So why blame Gov for accepting low bids ?

Well said and well defined ... for those who do believe that some perks should indeed be given to grassroots people, why not give them the second floor units? Why not build a few units right next to the RC office SPECIALLY for them? These can be termed as "perks" too.

but then again, its like what they do in the US lor, presidential campaign time those companies donate to his campaign fund, if he win, he give them the lobang...

singapore the PAP no need companies to sucka them so they have "grassroots leaders" instead? i'm not sure if they can be called "community leaders" since they are after all chasing a political goal...

and as long as the PAP stay in power they give these grassroots people some nice big fat perks to keep them happy lor... just like US president can give companies nice big fat deals to keep them happy also...
