Cisco Police van at the extreme right lane of CTE

On 28-Jan 2004 about 0848hrs,as the CTE was heavy with traffic,i saw a Cisco Van YJ344J at the extreme right lane of CTE.

On one hand,they summon motorist,one other hand,they break the law,and on alot of occasion,they park their vehicle on the double zip za line at raffles place.

And they do not even display carpark coupon when they park carpark lot.

Right lanes are for overtaking and for government vehicles which include ambulance and police vehicles to make fast and unobstructed journeys. Being government vehicles no coupon is required when parking. All police vehicles with Q number plates are able to use any parking lots while executing their duties(eg, patrol, escort money, escort prisoners)
