I think experience on the roads weighs more than how well you do
in your TP. I agree with the fact that passing TP with flying
colours doesn't equate to being a skilful driver on the road;
rather it's the contrary that is more common instead... 
experience on the road also not enough one. look at the taxi
drivers who drive floating between lanes 1 & 2 on expressways
when negotiating bends.
all i can say is, it's an imperfect world.
