You know what, basically, there is three method:
I) First (only if you are very good with words), try sarcasm and
intelligent blasting of words. (I would do this as my priority)
II) Totally avoid and ignore the hell out of him. He wouldn't
achieve his goal - that is to attract your attention and would
gradually give up. (Probably end up here when everything fails)
III) You could always go to the nearest neighbour police and see
what can be done legally.
