Consider how many premium services (operated by private
operators) are taken between numbers 520 and 799. Including the
Jurong Island Services.
And why is 408 on that list, and 0/1 not?
Given the sheer number of available service numbers and we can
just pick out a random vacancy, is this list even necessary?
