139 and 155 should become - fleet is WAB
20, 141 become WAB by default.
74, 161 need to see if this round or next. Both still need
huge number of buses to complete WAB quota. Both HGDEP and BBDEP
have SP WEGs so if they want to make 74 WAB, it can happen.
With the recent deployments of 182 and 192, they should go WAB
as well. All the WEGs are deployed to these services, while their
VO3x have been given to sv 193 and JIS. Clear indication that these
will go WAB as well.
