my opinion to your questions below, use at your own risk.

1) nope, a malpractice case cannot be base on just opinions, u must have hard solid medical facts to prove that the infection is cause by malpractice.

2) yes, u can make sue if there is a case.

3) cost i not sure, makebe u can try a few lawyer and see what opinion they give u then u decide, prolly gonna be expensive because medical expert testimony is require if there is a case.

Try asking experts about your problem. For your info, the docs in Singapore are covered under malpractice insurance. MOH makes it compulsory for them to be insured. Be sure to find facts to support your case if you need to pursue on this matter. You can find out info from Singapore Medical Association or MOH on how to go about bringing up your case.

If the accused doctor is residing in Singapore, then you can sue him/her in Singapore.

But in my opinion, the moral and job quality of our healthcare system is going down the drain indefinitely.

Some doctors don't really care about their profession, so plain education without enthusiasm will never produce excellence in whatever profession.
