Could be a service via Somapah Road connecting Simei MRT to SUTD
gate and CBP (Changi South 1). But it needs to go further to Bedok
and not Tampines.

Bedok North estate that is not connected to DTL 3 as of today!! +

Even though such a route is feasible, I still think 20 has been
planned to ply either Somapah Rd or Expo Dr when DTL3 construction
work is done. (Note how 20 is express along Upp Changi Rd East and
Xilin Ave)
And your suggested route don't really serve CBP - it barely
touches the corner. The stretch of Changi South Ave 1 that you've
mentioned doesn't really have much developments.
IMO, the best solution is still to amend 20 to Somapah Rd and
have capacity upgrades (loading should have increased since 39 was
amended to Tampines Concourse). Then have a new service from CBP to
Tanah Merah (to supplement 47) and then serve Bedok North like you
suggested. Only problem is that it won't be able to serve Bedok
North Ave 4, or else the route would be too winding.
