There was an article on 《联合早报》around four years ago that
mentioned that the original Jurong East Bus Interchange site would
be returned to the Singapore Land Authority and the Urban
Redevelopment Authority would be developing an air-conditioned
Integrated Transport Hub consisting of bus and train services, and
a commercial development, before year 2020.
Could not find the article on 《联合早报》website, but there is an
extract of it at a Chinese-language forum.

Regarding the rumor that it would be incorporated into Westgate
Shopping Mall - which is obvious by now that it is false - I think
it was a misreading of the part which says that
"Westgate has direct connectivity to both the Jurong East MRT and
bus interchanges".
Nonetheless, that part may indicate that the future new Jurong
East air-conditioned bus interchange might be sited next to
Westgate Shopping Mall and Jurong East MRT Station.
JE int wont be built so soon yet. Jurong East will undergo a
little change to the road structure first (A new road - side road
beside Westgate will be connected to jurong gateway rd at the old
interchange's entrance).
Then the planning and construction for the new interchange will
begin. The location is where the original interchange was (i.e.
under the mrt tracks).

I was at Jurong East area just now when I saw this map pasted
next to the bus stop along Boon Lay Way. Notice there is this small
wording that says 'Future Bus Interchange', adjacent to the MRT
station and Westgate.

Anyway, regarding the development that will contain Jurong East
Bus Interchange, I think it will be mostly (if not entirely)
underground, with Jurong East Bus Interchange at the first storey.
This is because that site is constraint with the MRT tracks
above.
