Although it may be subjective, there are specific timetables on
SBST website that agrees with his point. Check out the timetables
for specific routes and bus stops (not the 4-column ones) for more
info.
Let's use svc 14 as an example. You checked SBST website (the
4-column table) and concluded that its frequency from 0831 to 1659
is 7-16 mins, and happily calculated its average frequency to be
11.5 mins.
But when you open up its timetable from Bedok Int, you will see:

Which means, from 0641 to 0731, its frequency is quite
consistant at 10 mins. After that from 0731 to 0933 frequency drops
to 12-13 mins. But after 0933, frequency is as bad as 15-16 mins...
Not the 11.5 mins based on your calculation.
The reason why it's stated as "7-16 mins" is because:

At the bolded part, frequency is 7 mins, hence they can lable
"7-16" because 7 mins is the minimum time interval. But this
doesn't mean that svc 14 is running at a frequency of 7 mins, or
11.5 mins, all the while from 0831 to 1659.
In short, always check specific timetables for more detailed
frequencies and timings, not just based on the 4 generic time
zones.
Additionally, even with these departure timings from SBST
website, you can never say they will be the real departure timings
from interchanges/terminals. There can be various reasons for trips
to be delayed, added or cancelled.
Hi mr array88, that is why I say must put Service frequency at
certain timings in the subject title thread. If not, by just
putting as Service frequencies, it may mislead people to represent
average frequencies for services. This will imply the 4 column
