A better deployment for 969 without affecting the WAB quota or
adding more buses. I feel that 969 needs OCs more than RWS8, while
RWS8 can use the newer MAN buses. For WLDEP side, since the Hispano
Mk1s has higher capacity, and the Volgren can fit around 2-3
passengers more due to side facing seats at the rear, it is better
to deploy them and keep the Habits as spares instead. As for SMB4A,
a MAN should replace it for training so as to not waste the
capacity of the OC.
