i believe is coz SMRT has financial constraints to buy more DDs now
as the bus contractmodel has not been implemented yet. prob is LTA
and the PTOs incl SBST are too slow in their reactions. LTA should
by now work with the PTOs to help finance and buy more DDs to
prepare for the future.
Meanwhile, there are DDs deployed onto services that do not require them. On such
services, the upper deck is relatively empty during off-peak
hours.
It may be better (more financially viable) to
purchase more SDs to take over the DDs on such services, so more
DDs can be deployed to services that really require
them.
Right now, this applies to
only SBS Transit. When LTA takes over the buses, there should be
sufficient DDs to go around & it should rationalise the buses
so only those that require DDs will have DDs.
