I support this route with the withdrawal of 113. Don't need
113 between Kovan and Hougang. Can just have 113 do Serangoon
Interchange loop @ Kovan because you will need some terminal /
interchange for the BC to rest.

Waste of resources. Rather just have 113 ply by going on
extended HG Ave 1 and Lor Ah Soo b/w Serangoon and Kovan. Then no
need for 45A also. DDs can also be plied on 113 and will be
successful.
