I just emailed BBDC and SSDC. Here are the replies.
SSDC:
Hi Joseph,
At the moment the centre has not heard anything about the increase
in the
age limit for obtaining a Class 2B or Class 3 driving
license.

Hi
We did not receive any news from Traffic Police Dept regarding the
changes in the minimum age. If the Traffic Police did not announce
the changes till your 18th birthday, you may register for the class
2B or class 3 course.
Currently the minimum age is still 18 years old. Thank you.

Hahaha so happy when i got these. Lets hope it is just rumours and
won be real till i got my class 2b and class 3 license
