Ok... but I can tell you there will still be ppl who "do it"
even if its legal age of 19 allowed. These ppl have to be educated
on the responsiblilties and consequences of "doing it". If they are
not properly educated, more and more problems will pop up and the
cycle will never be broken.
So legal age of "doing it" does not matter if the ppl do not learn
the lessons of it well.
