This happened.
WHO doctors demonstrating to some African tribal men how to use
condoms as a contraceptive. They used their finger and unrolled a
condom over it. The tribal men did exactly that when having sex
with their wives, and the birth rate did not decline one bit.
They were puzzled. The white daktar did say putting the condom on
the finger will prevent babies. They were sure.
