Frankly speaking, even if you call for the police, they can't do
anything. This is because he is not disturbing or causing
nuisance/trouble to the public. Further more, it is in a public
area. It's just like you are at a hawker centre eating and people
are looking at you. I don't think you can call the police and they
will definitely don't attend to your case.
I understand that he is a pervert to you and some people, but, do
take note that the law doesn't say that a person cannot be in a
public toilet doing nothing but looking around for a period of
time.
Unless the pervert uncle that you are doing, is standing in the
toilet and walk around, causing nuisance to people in the toilet,
eg. standing damn close or touching you, then please call the
police emergency hotline immediately.
