u should implement this new policy where every pri and sec sch will be mixed schools. in the pri schs, teach them to appreciate the opposite gender and bring them up as horny citizens. and then in sec sch, every guy will be attached with a girl and he will then have sex with her everyday until she is pregnant. that might take until JC but it doesnt matter. practise makes perfect. after the girl is pregnant, the guy will be assigned another gal and then it continues.
